but I went around in circles many times.  It's unclear if I'm using Pay-by-plate.

I added the plate to my existing account, but that would seem to imply that 

I have a transponder for the rental car, which I don't.  But, if I created 

a unique Pay-by-Plate account, they'd charge me the full cash price.

An info page implied that I could use Pay-by-Plate and get charged half, but

only by downloading the app, which I don't want to do just for this purpose.

So, the whole thing seems to have been designed by idiots.

From the weather forecast last night, I was worried about the roads, but it was smooth coming and going, 

however, I did see a lot of police activity at Dempster & Edens on the was home and then heard on the radio 

that a crash occurred on the inbound ramp from eastbound Dempster.
